Unscrupulous parking rates

An interesting article in the VietnamNet.

HCM is having parking problems due to acute shortage of parking space. This opens up opportunity to unscrupulous parties to take advantage of the situation, by overcharing blatantly.

What's interesting, is the way the Government plans to tackle the problem. Random raids, they say. That is good. That keeps the attendants in check.

But one question - will the raiding officers accept bribes, and walk away?

Will the problem gets solved for sure? Afterall, this IS Vietnam.
